Kent Police's Roads Policing Unit seized a car in Maidstone late on the night of Saturday, September 18.
The car was monitored by mobile officers and police later tweeted that the driver of the vehicle "tried to play the left and right game in a bid to avoid us".
It became obvious why within moments of the vehicle being brought to a halt.
Officers added: "I wonder why? No licence, no insurance and a tyre exposing itself."
The driver of the vehicle was summonsed for all offences and the vehicle seized by officers.
The legal limit of a tyre is 1.6mm of tread. It's reached when the tyre is worn to the level of the tread-wear indicators in the main groove. As soon as this happens, the tyre should be replaced.
Tyre tread should be checked on all four tyres and the inner, centre and outer should be scrutinised.
